No. Civilians should never be bombed or targeted. Whether in Gaza or Tel Aviv.
But it is hypocritical to now claim Israel can bomb whatetever it wants. If the shoe were on the other foot...can Hamas launch rockets wherever it wants? Of course not.
Bang on about a repeat of Iraq and WMDs. Thee same inflated threat assessment, worst-case scenarios and the failure to recognize that, like Saddam, the Iranian regime's main concern is its own survival. Nuking Israel would certainly ensure the regime - and Iran - would not survive.

How precise was Iran's targeting? Did they target the "military structure" at all? What is that "military structure" you are talking about?
It's as if you know nothing of the Fourth Geneva Convention. But I know you do. So I can only attribute the above post to a deliberate attempt to twist and spin the meaning of the legal issue you are referring to, and hope nobody notices.
