I don't think mass fascist movements arise from the grassroots.

There are always little fringe fascist movements, but I don't think it's possible to create a fascist movement on a mass scale that's able to seize power out of natural grassroots feeling. The only time it happens is if there's a large nationwide propaganda campaign. And I don't mean propaganda that says "Democracy and civil rights are failing and we all need a strong authoritarian dictator" — I mean propaganda that says "Many of your neighbors are so incompatible with us real citizens that their mere presence is a threat to our entire way of life. We have to defend our culture and traditions by stopping this threat. If we don't, we'll lose everything we cherish." Fascism only follows once that belief in a cultural threat is established. Once people start to believe that it's legitimate self-defense to attack those who live differently even if they've done nothing wrong, they are ready to support fascism.
