The US has sanctioned Rosneft and Lukoil, Russia’s two largest oil companies, as the Trump administration increased pressure on the Kremlin to negotiate an end to its war against Ukraine.

The sanctions were the first against Russia since Donald Trump returned to the White House in January, and were targeted to cut key revenues from oil sales that finance the Russian war machine. The move against Russia marks the latest swing of the pendulum under the Trump administration from coercing Kyiv to sue for peace to growing frustration with Vladimir Putin’s maximalist demands.

“Now is the time to stop the killing and for an immediate ceasefire,” said the treasury secretary, Scott Bessent, in a statement announcing the sanctions against Russia. “Given President Putin’s refusal to end this senseless war, Treasury is sanctioning Russia’s two largest oil companies that fund the Kremlin’s war machine. Treasury is prepared to take further action if necessary to support President Trump’s effort to end yet another war. We encourage our allies to join us in and adhere to these sanctions.”

The British government sanctioned Rosneft and Lukoil last week. The EU has sanctioned Rosneft, the Russian state-owned oil company, but not Lukoil, which is privately owned, largely due to exemptions for Hungary and Slovakia, which buy Russian oil. Trump, speaking in the Oval Office with the Nato secretary general, Mark Rutte, on Wednesday, also confirmed he had cancelled a planned summit with Putin in another sign of a breakdown in negotiations between Washington and Moscow.

The restrictions target Russia's two largest oil companies – Rosneft Oil Company PJSC and Lukoil OAO.

Rosneft is a vertically integrated energy company engaged in the exploration, extraction, refining, transport and sale of oil, natural gas and petroleum products. Lukoil conducts similar operations both in Russia and abroad.

Both companies were sanctioned under US Executive Order No. 14024 for their activities in the Russian Federation's energy sector.

In addition, restrictions are being imposed on several Rosneft and Lukoil subsidiaries. All entities in which these corporations directly or indirectly own more than 50% of the capital are automatically subject to asset blocking, even if they are not listed separately in the sanctions register.

However, I won't expect it to last.

Trump will eventually meet with Putin, roll back the sanctions, and declare peace in our time.

However, what If I were to tell you that what actually happened yesterday was that the sanctions that could really damage the Russian economy were put off for at least the next four weeks and even then no commitment was made to implement them—what would you think? For that is the reality. Instead of two weeks, in this case the Trump administration has provided some protection to foreign companies (think Chinese, Indian, Turkish, which are buying and refining lots of
Russian oil) until at least November 21.

What was sanctioned yesterday was US firms and individuals that deal with two large Russian oil companies, Rosneft and Lukoil (which together handle the flow of about half of Russian oil). Here is the US Treasury announcement. It looks pretty damn impressive—until you get to the small print. What you will see is that these sanctions are not automatically applied to foreign individuals or companies—the words used are “may result in” and “run the risk of” being sanctioned
