If trump is in the hospital and incabable of doing his duties whether he notifies Thune or Johnson
in writing, he is not able to fulfil his obligation, he can be arrested since he has to turn over power to vance. Once he is unconscious for any reason, power must shift to the VP.
NYC can then arrest him for his convictions once he is not president even if not president for a few minutes until he becomes "capable" again.
The trick will be to get there immediately.
And vance can't pardon him for state crimes.
