1. Either waiting on an emergency appeal or perhaps nightfall to prevent a lot of people & coverage

At least that's my understanding. I've heard nothing about the D.C. circuit issuing it's own stay pending review of the lunatic motion.

There is no legitimate reason to go multiple levels higher than the height of the letters that should have been down by this time.

30. It's a white marble facade and hiding the holes is going to take work.

And removal will take longer than installation because holes will need to be patched, primed, and painted to match.

Some shading and weather protection would make sense.

It going to be far more difficult to replace than put on.

As with other legal cases, it seems there is no way to enforce a ruling or penalize failure to act.
