It's been argued many times by HOAs, knee-jerk neighbors, etc. But it washes right off in the rain, thus it isn't defacing.

In this case, beaming light is exactly the same. There have been countless examples of protests that beam messages onto buildings, and I have yet to hear of anyone being prosecuted for it.
