In reversal, Gavin Newsom proposes cutting back on health care benefits for undocumented immigrants

California Gov. Gavin Newsom unveiled a budget plan Wednesday that seeks to cut back on health care benefits for undocumented immigrants.

It's a stark reversal of the Democratic governor’s promises of universal health care for all, regardless of their immigration status.

In a lengthy budget presentation, Newsom said the proposal would help to balance the state's budget, which has seen a multibillion-dollar shortfall that he has blamed on President Donald Trump's tariffs, as well as growing costs from higher enrollment in the state’s Medicaid program, known as Medi-Cal.

Newsom's plan, which will need to be approved by the Democratic-led Legislature, comes as Trump’s administration has said it will investigate other aid programs California offers to undocumented immigrants.

he may be trying to move toward the right to make himself palatable to the center-right. If he is the Democratic nominee in 2028, I will vote for him but will probably not vote for him in the primary (Buttigieg will get my vote if he runs).

I sincerely hope the The Democratic Party Donor Class Powers That Be haven't 'selected' him as their candidate as Rep Crockett shared with us (white male). I'm hoping its Pritzker, Shapiro, or Buttigieg.

They stand on business no matter what.

weird right turns, even outside a campaign and Newsom in one of them. He seemed like a good, died in the wool democrat during the presidential campaign, and then not long after trump was installed in the WH, he started acting like a DINO. He doesn't have the stroke and mental issues that come with that as an excuse or reason. So, I'm not willing to give him a pass on his actions. Instead, I'm watching his actions and drawing my conclusions that he's really either a repub-lite, or a Third Way (corporate) Democrat. Neither of those mesh with my belief structure of the Democratic Party.

and enormous cuts to federal funding, fall while we’re having to sue the Feds for everything. Don’t love a Newsom, but he’s making sense here.

on the situation. Thanks for setting me straight on the more nuanced aspects. We've lived with austerity for so many years now in my home state, and now they're trying to re-institute even more of the old brownback policies. On top of what trump is doing, we're just screwed, period.

be hit with so many fed revenue cuts. I think non-profits here will try to pick up some of the slack, because many of us do believe in helping ignored and underserved communities. But I know there are going to be hard cuts.

Fact sheets on the proposal provided by Newsom’s office ahead of the presentation said that he would freeze enrollment in his 2025-26 budget for “undocumented adults” to receive the full scope of Medi-Cal. Newsom’s office said the changes would apply only to new applicants over 19 years old, that existing enrollees would not be kicked off their plans and that the freeze would not apply to people enrolled in limited plans, like ones that specifically cover emergency or pregnancy services. The freeze would begin in 2026.

The proposed changes also include a new $100 monthly premium for adults 19 and older with “unsatisfactory immigration status.” Newsom’s office said that “refers to people whose immigration status makes them ineligible for federally funded Medicaid, including people with lawful status and the undocumented.” The added premiums would begin in 2027.

CA is in a very precarious position here, and the freeze on new applications doesn’t take effect until next year. We’ll see what the state legislature says about Newsom’s proposal. But we are undoubtedly in a deep hole — I see the fed deficit as a different and spurious issue.
