Is he hitting them a second time?

He is blowing up their oil, their oil port which will destroy Iran's economy.

Iran responded by stating that now all bets are off, everything is fair game.

Slower flying planes will destroy whatever is actually going to be getting destroyed on and around Kharg later today.

This is to prevent that mission from being shot at effectively with proper weaponry, and any dissuade attempt at last minute resupplies or hardening.
