Internal emails reveal early concerns at Cuyahoga County's new election headquarters: 3News Investigates

CLEVELAND — Less than a year after the Cuyahoga County Board of Elections moved into its new headquarters, the agency is facing a roughly $1 million funding shortage tied in part to the cost of operating the larger building.

Internal emails uncovered by 3News Investigates show county officials were discussing concerns about costs months before the agency asked for more taxpayer money. Furthermore, 3News learned what service bills are on hold until the budget can be sorted out.

The board of elections moved into the new office at the former Plain Dealer building in May 2025. By November, Director Anthony Perlatti publicly told county officials the budget recommended by County Executive Chris Ronayne was not enough.

"Now, the county executive's recommended a budget for the Board of Elections," Perlatti said during a Nov. 6 budget hearing. "Unfortunately, it is not sufficient."
