For most of Kentucky’s history, the governor had the unchecked authority to appoint anyone they wanted (of any political party) to temporarily fill a Senate vacancy.

However, as McConnell's health and age became public concerns, the state's Republican-dominated legislature altered the law twice.

Fuckers.

or more likely finding some originalist reason the amendment actually requires the state legislatures to appoint senators.
