The conceit is that Democracy doesn't work, only Dictators are strong enough to rule nations.
And by painting all non-aligned hispanic nations or nations that complain about his dictatorial actions as being part of a criminal conspiracy of failed nations, he feels it allows him to justify the incarceration and deportation of anyone associated with those counties as criminals.
They're all bad people, because they aren't willing to bow down to him and his natural superiority. If they want to be his servants or agree with him - that's fine, means they're smart. Everyone else can go to jail.
