The impoundments are "savings" that are his. The tariff revenue is his. He is obsessed with hanging onto dollars, or bringing dollars in, not for the nation, but because he feels like it is "his" money.

Somewhere in his lizard brain it is all "Mine! Mine! Mine!"

Frankly, it would not surprise me a bit if when we finally send him packing that he doesn't somehow try to make off with gold bullion from Fort Knox a la Marcos.
