The officer is not visible in at least half of the video. He is visible right after the shooting, he disappears from view, the camera swings around (away from the direction he walked), then back to the woman's car in its ending location, then a man who appears to be the same man walks toward the camera (from the direction of the woman's car) when the close-up is captured.

I'm not making an assessment one way or the other as to whether he is the shooter - BUT - he is not visible "during the entire video."
