Why else the feverish personal scanning through countless files? He could be no judge nor waste time on anything else, even IF he was trying to find blackmail on his relatively innocent enemies. Immensely stupid and even more desperate that his brazen control keeps escalating to deny the mountain of evidence in the mountain range of files any accountability.
