Let's just say they vote to stop the attack. So what? How exactly do they enforce that?

It one thing to say it, it's a completely different thing to have the ability to enforce it.

My point is in any normal administration the Executive would listen to Congress but this administration is already long past paying lip service to a body it has shown overt disrespect for and largely ignored everything it says as it reallocated funds at will, fired people at will, overtly committed crimes and all but ignored what Congress said.

Congress has no power over this administration.
