9. Congress does have exclusive Constitutional authority to declare war, that is very true.

But we haven't declared war on anyone since WW2. Every President since then has ordered some type of military action without Congressional approval. Article 2 makes the President the Commander in Chief of the military. Under long standing interpretations of Article 2 powers, the President has broad authority to command the military, including ordering military strikes.
