To show the United States and the world that he is a dictator. The act of going to war in itself is the reason.

Krasnov can go to war with anyone at any time he chooses. He doesn't give a shit how the war turns out, doesn't give a shit how many people die, including Americans, doesn't give a shit what the polls say.
