If nothing else Reagan did it in 1984. But also that's using the definition of swing states as exactly Nevada, Arizona, Georgia, North Carolina, Michigan, Pennsylvania, and Wisconsin. While those particular states have gone back and forth over the last 3 elections, historically they haven't been the case.

Georgia voted Democratic in 2 presidential elections since 1984. North Carolina voted for Obama once and the last time before that was 1976. Arizona voted Democratic presidents 2 times since 1948.

In 2008 Obama won all of the states that had been within 5 points for either party in 2004 which to me would classify as winning all the swing states based on the most recent election and a much better metric than taking 7 swing states from this particular election and counting them as always the swing states.
