5. So why does he not want black and female officers promoted ...

… to higher command positions? Is he worried they might be more resistant to future orders he is contemplating? Is he worried that black and female personnel might get out of line if their black and female commanding officers set an honorable example.

I don’t think it’s just because he’s racist and misogynistic (though he certainly seems to be both). I suspect there could be more afoot.
