I suspect Rubio is the one that has centralized the entire intelligence apparatus and DNI has eroded.

No one is talking about filling the position of National Security Advisor I don't think. Meanwhile, Rubio is wielding Kissinger levels of power and is staying pretty low key while idiots like Hegseth preen and douches like Vance pray.
