It’s the founding fathers, who didn’t foresee the possibility that a cowardly partisan Congress would refuse to remove such a corrupt president, and so they gave the president broad, unlimited pardon power for federal crimes.

The Roberts court’s immunity ruling wouldn’t protect Trump from prison for taking bribes for pardons if he could be convicted.
