Mitch McConnell got away with killing the entire legal hemp industry (as of November) by slipping language into a bill so that it would not be voted on as a stand-alone.

That's what they wanted to do with the "ballroom money," but it fell under too much scrutiny and controversy and they weren't willing to delay the ICE money any further.
