7. Maybe Trump wanted Congress to pass this.

It gives him a way out of the war. He can claim that the people have spoken. He can sign it instead of vetoing it. He can make up tales to look like he won over Iran.

I would almost bet that he told Johnson to let it pass. It is to Trump's advantage now to drop out of war with Iran bc it is hurting R elections and Trump desperately does not want a Dem Congress.

Then he will turn to Cuba which will be easier to defeat and not so unpopular as war in Iran. Cuba has long been vilified in US politics. Trump will paint himself as the hero who delivered Cubans out of communism. That way, he can erase the stigma of losing in Iran.

And it just might work.
