1. Totally unqualified for the job, what would a briefing do?

It would be like me trying to explain the double slit quantum paradox to a toddler.

Briefings to mango Mussolini are just as useless although it appears that some of the sides know how to stroke his ego enough to get him to sign off on crap between naps.
