Social Security will be able to pay out about 70% of scheduled benefits after the trust fund is exhausted. That will be bad for retirees and people on disability for whom SS is their only source of income for sure. I’m quite sure that nobody in Washington will be willing to face the consequences of such an outcome so I think there’s at least a 90% chance of a fix between now and then but the longer we wait the more expensive it will be get.
