2. US Sponsored Public Health Labs

Well, I'm not a public health expert, but I understand that these are labs that the DoD uses to protect us against stuff like Russian bioweapons. From Wikipedia:

The laboratories were first established following the Nunn–Lugar Cooperative Threat Reduction to secure and dismantle the remnants of the Soviet biological weapons program, and since then have been used to monitor and prevent new epidemics. The laboratories are publicly listed, not secret, and are operated by their own countries, such as Ukraine, not by the US.
