They consecrated some bishops in 1988; John Paul excommunicated the bishops directly involved (the consecrators and consecratees) but didn't punish the group at large; in the early 2000s Benedict lifted the punishment after they said they were sorry and wouldn't do it again
so it makes sense Leo's going nuclear and just giving them all the boot.
