2. I've been yelling about the "Impoundment Act"

and the "Antideficiency Act" since the first time they started cutting and withholding and offering "buyouts" (that were NOT authorized anywhere in any appropriations bills, including the C.R.s).

And the GOP just sat there, letting a crazed maniac usurp their authority and even "agreeing with it" during media interviews - at least early on. Meanwhile, the impacted people and organizations had to spend time and money going to court to point out all the illegalities of what was (and still is) going on. And even when the courts said "STOP!", in many cases, they completely ignored the court orders.
