3. America first would have at least had them finish the semester

This hurt research here. I agree it is wrong but at least give them time to finish the semester and while still here have them and their school apply to let them finish. These type of things need to be implemented gradually. Now American Academia will be a pariah and this has likely already hampered or stalled research.
