Article V Clause three no religious test was because you had to be a member of the Church to hold certain positions for the Crown in the Colonies.
In Iraq, only members of the Baath party could have government jobs. W&Co fired everyone in the Baath party which meant everyone regardless of their level of actual membership and devotion. Hilarity ensued.
