Is the slow reaction time of the legal system. He does something illegal, so, to stop that, he has to be sued. And weeks pass from initiating the suit to the final ruling. Even years, if Trump abuses again, the appeals process. And by the time that has passed, the damage is done..

It's a game he plays over and over. He know she will never suffer full penalties because he can delay, appeal, delay again, appeal again, until The original charge has ossified.

Whet needs to happen is to declare Trump a vexatious litigant - one who abuses the legal system..
