I think this will help to convince (or motivate) other countries to begin moving away from Microsoft-centric computing environments and start moving to FOSS and agnostic services, suites and office suites. The EU has known this for some time, but it's difficult to make the change and to simply go through life believing "it will never happen" and MS will "never do anything like that". Well, now we know.
