Trump has been told in no uncertain terms that he can’t fire the people he has now because they are all he has. The only ones left who are willing to work with him? And that fit the bill in terms of acceptable internal Trump administration metrics.

For example, No one is going to take My Pillow guy on board. There are probably others as well.
