He has immunity for anything related to his duties as president. So the only recourse if he fails to do something he "must" do would be impeachment... but this congress won't impeach. And even if the next congress impeaches, they won't get the 2/3 needed to convict. This is why he's free to do anything he wants, and ignore anything he wants to ignore.
