in the last few days the Iranian military and government, were designed and trained to decentralize in times of war. So what is likely happening in Iran is regional militaries with regional leaders do not have to take orders from the Supreme Leader. Tehran, the capitol doesn't matter any more. The decisions are made out there somewhere in the country. In other words, their systems is now versatile and adaptable to various situations. This won't be easy.
