It's not a question of how 'stupid' Iran's governing body or bodies are...They haven't gone full-out on what they can do, ie serious targeting of all desalinization plants causing n unprecedented catastrophe. So they still have some survival calculations going on. But if they feel they are facing extinction, they will go to the most extreme measures.
