8. How is this insurance fraud?

There is no mention of premium charges being higher/lower depending on number of occupants or their family status. I've never heard of insurance premiums being based on the number of occupants in a single family dwelling. Being a former underwriter, the biggest factor in property rates in this situation would be whether the home is occupied full time, because when a house is unoccupied, it is more likely to suffer losses when vacant. The article doesn't give much info., but it sounds like harassment to me.
