18. Can we get this straight? The Senate passed the DHS appropriation without any additional funding for ICE and CBP.

Yesterday

The operative phrase is "additional funding." The Senate bill included no policy changes WRT ICE or CBP operations. However, since last year's BBBA funded them for several years, the Senate bill funded the rest of DHS with no ICE/CBP concessions, such as Judicial [Article III] Warrants, Masks, or time-and-place restrictions.

So, aside from the status quo, what did we achieve from our Senators?
