Eagles make sense for an American monument; but why lions? They are, ironically, the symbol of Iran, and also the British monarchy - you know, the thing the USA was founded to get away from (the name "Independence Arch" has been used, but maybe they want that to be ironic. For that matter, what's the "triumph" for the "triumphal arch"? It feels like Caligula throwing himself a Roman triumph for capturing seashells from Neptune).

And since when was "Lady Liberty" winged?
