There should have been some punishment for treading on an ankle with cleats.
After the fact is from VAR. Which is always after the fact.
The VAR official is supposed to view actions and then let the center know.

Where were the VAR officials for the match with France v Paraguay?

Where was the center for that match also. HAveing been a referee for over 20 years I;m at loath to comment too harshly on decisions made in real time from an angle you don;t see on TV and many cameras and the ability to have slow motion.
