Disagreeing with the type of government or government policies another country has is no reason to invade them. Cuba is not a threat to us. They aren't funding terrorists or developing nuclear weapons. The leaders are not wanted as Maduro was. Who is Rubio to tell another country they need to be run by technocrats and which economic reforms they must make?
