The US military can defeat Cuba. It is weaker than Iran. I think that Trump believes that a US win in Cuba would boost his tough guy image to compensate for his disaster in Iran.

He can then claim to be the anti communist hero. He hopes it would boost his standing and help defeat Drms in the midterms, especially if he equates Dems with communism, as he keeps trying to do.
