They're only getting by because they've maneuvered deals with local-yokel authorities who don't understand what's happening. Often the rural residents and taxpayers share a large percentage of the cost of their water and power, and the Big Data centers also receive large tax abatements. How are they able to get these amazing deals? The old-fashioned way ... bribery of course.
How do they determine the "fair share" of costs, when farmers no longer have enough water for their livestock and crops? The farmers are supposed to lose everything so these "Big Data" centers can operate for free out in the boonies?
