4. Success rarely comes with the first opportunity

9/11 wasn't the first and won't be the last opportunity. They'll keep coming along hopefully.

This one has the particularly attractive feature that the warriors have had their chance and failed.

The trick is to have an administration that is willing to pursue means other than war to address a wide variety of issues in and around these local civil wars, especially now that they are being driven by NGO's. And mind you, the petrodollar influence is currently on the decline, and it could potentially worsen before it gets better (if ever).
