I believe that's the point of the new House bills, to make sure that Pennsylvania doesn't get scammed in the same manner that's happening elsewhere.

There need to be regulations in place along with a way to enforce all of it. If the data centers don't pay for their own power and water, they lose their permits and they are kicked out of the state.
