The Northwest Ordinance of 1787 outlined key steps for attaining statehood. First, the U.S. must gain control of the territory. Second, the people of the territory vote to start the statehood process. Third, they petition Congress for consideration. Fourth, they draft a state constitution that aligns with the U.S. Constitution. Fifth, Congress approves the request. Finally, the President signs off on the action. These steps allow a territory to become a state.
