Authorities are investigating in an effort to identify and locate whoever is responsible for this alleged cruelty, but no suspects have been identified so far.
Please sign our petition urging the Mobile Police Department to thoroughly investigate this case and identify the person or persons who allegedly cut off Octavia's ears and wrapped a wire around her neck.
