maybe they just got below the threshold for a good amount of moose to sustain the hunt. Could be disease too, if a lot of deer move in they have a parasite or something that kills the moose if they catch it, so a lot of moose may die or they leave the area when too many deer are around. I know it's like that for white-tail deer, not sure about other species..
