3. confused about role of UN

In the Declaration of Human Rights, isn't there a provision that says states must respect other states' cultural relativism or something like that? In other words, if it's subjugation of women is a part of a state's culture, the UN isn't technically allowed to intervene. At least that's the way I interpreted it. Obviously I do not agree in any way shape or form, but this idea has always confused me.
