but Congress can certainly make its own rules.

In fact, I suspect we are going to see quite a few amendments limiting executive power being proposed when this asshole is out of office. I would also hope a progressive tax structure--indexed, of course--is one of those amendments.

That's the sort of thing we are going to need if we're to biuy this country some more time before it becomes a massively corrupt monarchy or worse, empire.
